Avaliação da política municipal de saneamento ambiental de Alagoinhas (BA) : contornos da participação e do controle social

Abstract

Esta dissertação tem como objetivo avaliar a implementação da Política Municipal de Saneamento Ambiental de Alagoinhas e seus instrumentos, refletindo sobre a participação e o controle social, com ênfase na atuação do Conselho Municipal de Saneamento Ambiental – CMSA na implementação da Política, na elaboração e na implementação do Plano e na regulação, fiscalização e controle da prestação dos serviços de saneamento ambiental. Decidiu-se por avaliar os processos utilizando a análise qualitativa de documentos e registros e entrevistas semi-estruturadas realizadas após sete anos da aprovação da Lei n. 1.460/2001, para inferir a eficiência, a eficácia e a efetividade. Os resultados da pesquisa revelaram que, os processos de implementação poderiam ter sido mais eficientes e mais eficazes e que o CMSA não conseguiu exercer suas atribuições com eficiência, eficácia e efetividade. Constatou-se também que o governo municipal e a sociedade civil vivenciaram uma experiência inovadora no saneamento ambiental e, portanto, propensa a esbarrar involuntariamente em obstáculos e cometerem acertos e erros, mas que fazem parte de toda história nova construída. A avaliação mostrou que o Poder Executivo priorizou o saneamento ambiental nas suas duas gestões (2001-2004 e 2005-2008) e que a participação e o controle social foi a tônica desse governo municipal. _________________________________________________________________________________ ABSTRACT

This dissertation has the aim to evaluate the implementation of the “Política Municipal de Saneamento Ambiental de Alagoinhas” (Politic of Environmental Sanitation of Alagoinhas) and its instruments, reflecting the participation and the social control, emphasizing the acting of “Conselho Municipal de Saneamento Ambiental – CMSA” (Municipal Council of Environmental Sanitation) in the implementation of the Politic, in the elaboration and implementation of the Plan and in the rule, supervision and control of the rendering of services of environmental sanitation. It was decided to evaluate the whole process using a qualitative analysis of documents and notes and interviews were done seven years after passing the Law n. 1.460/2001, to conclude the efficiency, efficacy and effectiveness. The results of the research have showed that the process of implementation could have been more efficient and more efficacious and that the CMSA couldn’t profess its attributions with efficiency, efficacy and effectiveness. It was discovered that the municipal government and the civil society lived an innovator experience about the environmental sanitation and, therefore, they were propensed to front difficulties involuntarily and to make right and wrong things, but it does part of the whole new built history. The evaluation have showed that the “Executive Power” priorized the environmental sanitation in both administrations (2001-2004 and 2005-2008) and the participation and the social control was the top of these “municipal” government.
