“Quando eu chegar lá eu te conto” : atributos dos deputados que incluem itens na pauta do Plenário da Câmara

Abstract

Muito se fala acerca do poder de agenda do presidente da república no controle da pauta do Legislativo, mas pouco ou quase nada se sabe a respeito do poder de agenda dos deputados federais. A literatura especializada sobre legislativo e relação executivo-legislativo no Brasil ainda não investigou qual a capacidade de influenciar a agenda do próprio parlamentar! É exatamente isso que faremos. Entendemos que a discussão sobre o poder de agenda e a capacidade do parlamentar de influenciar a agenda legislativa é uma forma de avaliar a qualidade da responsividade dos parlamentares aos interesses de seus eleitores. A proposta do trabalho alia-se aos trabalhos focados no microinstucionalismo e procura explorar as regras processuais regimentais internas da Câmara dos Deputados – formais e informais – no que diz respeito ao agendamento de proposições a serem apreciadas pelo Plenário. Uma vez que o poder de colocar temas na pauta não está apenas nas mãos dos congressistas, nos momentos em que cabe à Câmara escolher sua própria pauta de votação, como se dá esse processo? Mais particularmente, quais são as possibilidades de influência de um parlamentar na formulação dessa pauta e qual é o papel das clivagens regional e partidária e das lideranças nesse processo? _______________________________________________________________________________ ABSTRACT

Although the specialized literature about Brazilian Legislative has deeply explored the ability of the Executive of influencing on the legislative agenda, which is vast, it hasn’t investigated the ability of the Congressman himself influencing the legislative agenda. That’s exactly what we’re are going to do on this paper. More specifically, we are exploring the ability of congressmen on influencing the agenda of the house’s plenary. Once the power of choosing the agenda is not only on the congressmen’s hands, how is this process? More particularly, what are the chances of a regular congressman to influence this agenda and which is the role of the party leaders on this process? The discussion among the agenda power and the ability of the congressmen on influencing the definition of the legislative agenda is, as a last resort, a way of evaluating the quality of the responsiveness of the congressmen to the interests of their electors. That is to say that if a congressman has little ability on influencing on what is discussed on the legislative house, he or she will have few opportunity to bring voice to the interests of his or her electors and will not be able to represent their interests, opinions and social perspective.
