Os interesses do empresariado industrial : uma análise comparada da relação entre o Estado e a elite industrial nas políticas industriais recentes no Brasil e no Chile (2001-2012)

Abstract

A tese tem o objetivo de investigar a influência de um grupo privilegiado da sociedade – a elite industrial - sobre as agências e a burocracia governamental, na formulação e execução de políticas industriais. O intuito é estudar se a burocracia governamental atende aos interesses setoriais e particulares do empresariado industrial. Para isso, a pesquisa percorreu dois caminhos: em primeiro lugar, analisamos os canais de negociação utilizados pelo empresariado industrial no período ditatorial no Brasil, particularmente durante o II PND; e, em segundo lugar, examinamos as recentes políticas industriais adotadas no Brasil e no Chile, para entender o modo pelo qual o empresariado industrial se relaciona com o Estado. Constatamos que a captura ou influência do setor privado sobre a burocracia governamental caracterizou as políticas industriais no Brasil. Nesse aspecto, as relações entre as elites governamental e industrial estão associadas ao comportamento corporativista das entidades de representação empresarial nos espaços políticos, ao status de interlocutores e parceiros do Estado, que se prestam a apoiar a formulação e execução de políticas industriais; e às conexões pessoais que criam a solidariedade entre a alta direção governamental e a classe industrial, reforçando a ideia do funcionamento dos anéis burocráticos. ______________________________________________________________________________ ABSTRACT

This dissertation aims to understand the influence of the industrial elite on the government bureaucracy in the formulation and implementation of the industrial policies of Brazil and Chile. Its main goal is to study whether the government bureaucracy serves or not to the private interests of the industrial business community. In order to do that, the channels of negotiation used by the industrial business community during the Brazil's military dictatorship (especially during the II PND), and the recent industrial policies adopted in Brazil and Chile were studied. It was found that the influence of the private sector on government bureaucracy is a major characteristic of the industrial policies in Brazil. In this regard, the relationship between the government and industrial elites are linked to 1) the corporativist behavior of the industry associations in the political arena, 2) the effective power of the government interlocutors of the industrial elites in the formulation and implementation of industrial policies, and 3) the personal relationship between the upper echelons of government, and the industrial business community. These findings strengthen the idea of the existence of the bureaucratic rings.
