A política cientifica e tecnológica no Brasil : o papel do IBICT

Abstract

Detine-se o papel dos sistemas informacionais no processo de geração e divulgação científica e tecnológica. Descreve-se o papel do governo brasileiro no estímulo e apoio às atividades científicas do país. São descritas leis e diretrizes políticas emanadas dos planos governamentais, para o sefor. São destacados marcos de desenvolvimento da ciência e tecnologia no país e o papel dos sistemas informacionais, em especial o do IBICT. As conclusões demonstram que a ciência e tecnologia brasileiras, bem como os seus sistemas informacionais, não possuem um desenvolvimento autónomo e previamente determinando, mas são condicionadas por características e imposições do contexto. ______________________________________________________________________________ ABSTRACT

The role of information system within the process of generation and dissemination of science and technology is defined. The role of the Brazilian Government in the stimulation and support to scientific activities for the country is described. Laws and political directives given by governmental plans for the sector are described. Developmental marks for science and technology in the country are pointed, as well as the role of information systems, with emphasis on the leading role of the Brazilian Institute of Information for Science and Technology (IBICT). Conclusions demonstrate that the Brazilian science and technology, as well as the scientific and technological information systems do not have an autonomous and previously determined development, they are conditioned by characteristics and impositions of the context within they operate.
